		<description>mod_ratelimit sounds promising to me. Unfortunately I am not much of an Apache or C hacker. Does it make any use of shared memory or does it just rate limit per process?

		<description>I checked out mod_ratelimit and it seems to function very well.  My only comment is that it starts consuming more and more CPU as you raise the limit.  On my dual-core box, I got the following:

32KB limit = 80% idle
128KB limit = 26% idle

This is something that Apache has needed for a while.  Thanks!!</description>
